Program Development & Evaluation - Moving to Higher Ground Program Development Criteria

In 1997 UNH Cooperative Extension underwent an extensive process entitled “Moving to Higher Ground.” It involved a formal review that identified programs most effectively addressing our highest priority goals which should be continued or enhanced. The process also identified programs to be spun off to another organization or completely phased out.

The criteria used to determine a program home with Cooperative Extension continue to be used by staff and volunteers. The following criteria should be examined every time a Cooperative Extension program comes up for review or a new program effort is explored:

Program Attractiveness
The congruence with mission and vision, programmatic fit, existing expertise and resources, support base, education vs. service function, clientele base, volunteer appeal, measurability of results and impact.

Competitive Position
The degree to which the organization has, or is acknowledging as having, superior potential over other organizations or agencies to support and carry out the program. This includes delivery system, clientele base, funding, track record, quality and research, technical and organizational skills.

Alternative Coverage
The extent to which other organizations or agencies are involved in the delivery of the same or similar programs or activities.
