I think you are on the right track. I would also say with the GIS that we look at "conserved acres" Not sure this is correct term, but lands with some kind of restrictions on harvesting. Examples Town of Randolph, Gorham, Errol, Vicky Bunnell, Conn. Lakes, Refuge, WMNF. As we said the FIA data assumes every acre can be harvested and they cannot. I think people will be surprised at the acreage that has some kind of restriction.

Example: town of Errol 5400 acres of land - annual harvest of 2000 cds. .4 cords per acre per year Ten year annual harvest 20,000 cds. Standing inventory on property 120,000 cds Those 120,000 cds are not truley avialable only 2000 cds/yr with the forest legacy easement. Think about it. Standing inventory should never dip below 120,000 may even increase a little over time. Some other ownerships with less wood at present time will also increase in standing volume but will be restricted in the same manner. (Conn Lakes, Town of Randolph)
