Planning and Zoning

There are three modules in Planning and Zoning Basics.

Planning and Zoning provides an overview of basic planning and zoning principles including the organization of the Planning Board and the Zoning Board of Adjustment.

Planning Board Basics will describe the role of the Planning Board, rules of procedure, basic terms, how to run a meeting, right to know law and the role of the master plan, capital improvements plan, subdivision regulation, site plan review and zoning ordinance.

Zoning Board of Adjustment Basics outlines the process of the ZBA and definition of terms including special exception, variance and equitable waiver.

NH Citizen Planner
The Citizen Planner website is dedicated to volunteers working on planning issues in communities. The goal is to provide educational resources, tools, and information on a range of planning-related topics. Continue to check this website for updates and additional resources.



Training Calendar


NH Citizen Planner Collaborative provides opportunities for lay (volunteer) citizen planners (land use boards) to access planning  training, materials, resources and a network of planning professionals throughout the state of New Hampshire.

The Collaborative members include NH Office of Energy and Planning, UNH Cooperative Extension, NH Housing Finance Authority, Nine Regional Planning Commissions, NH Division of Historic Resources, NH Department of Transportation, NH Department of Environmental Services, Local Government Center, Clean Air-Cool Planet, NH Preservation Alliance, NH Association of Conservation Commissions and municipal board members from Peterborough, Salem, Lebanon and Derry.

Our thanks to our volunteer subcommittee members who work to put these training materials together.  The Citizen Planner Collaborative website is hosted and staffed by the University of New Hampshire Cooperative Extension.
